As you can see, the Hokies do not lose nearly as much as a program like Miami, who might be losing even more players due to an NCAA investigation.
The Hokies continually stockpile talent by utilizing the redshirt season on most of their players. Exceptions are made in the case of athletes like Tyrod Taylor or David Wilson, but generally even future-stars like Ryan Williams and Corey Moore are sat down a year for seasoning.
This story from ESPN The Magazine (must be Insider) in 2009 illustrates some of the benefits of redshirting players. Wake Forest under Jim Grobe, a good personal friend of Frank Beamer, employs the same strategy as the Hokies.

13. Boston College rolls the dice: In 1996, 13 Eagles players were suspended for gambling, including two who had bet against their teammates in the Syracuse game. Neither player was on the field for significant time, but they were proven right when Syracuse won, 45-17.
